Dr. Marks is a scientist who worked on behalf of Cobra. He designed a mind control system employed by Baroness in her plan to sabotage the G.I. Joe's fighting spirit by pitting the families of seven Joe members against them in battle. After Storm Shadow infiltrated the Pentagonand copied top secret data files revealing the locations of families related to seven Joe team members, Baroness had them captured. Dr. Marks was instructed to brainwash all the captured family members. At first he appeared hesistant to subject the prisoners to extreme mind control due to several individuals having strong wills, including Scarlett's father and three brothers as well as Spirit's grandfather. On Baroness' orders, Dr. Marks added devices to amplify the control signals thereby enslaving even the strongest minds to the will of Cobra.[1]
Dr. Marks later was called by Baroness to solve the lingering remnants of mental resistance from the captives. He advised against using maximum signal strength on the captives due to the danger of destroying their minds. The Baroness disregarded the warning and ordered the doctor to set the mind control machine to full strength. Dr. Marks' seeming innocence was later betrayed when his secret lab was discovered and he attempted to attack Quick Kick and six other Joe members whose families had been captured. Scarlett demanded the mind control machine be deactivated but Marks insisted doing so would destroy the minds of the captives. He escaped when the Joes no longer kept guard over him and shut himself off behind a solid steel door. His fate and whereabouts from that point onward remain unknown[2]
