On Alcaltraz Island, Scarlett and Ripcord are in two of the cells guarded closely by Neo-Vipers. Using small explosives taken from her boot heal, she blows the lock then escapes to kill three Neo Viper guards and releases Ripcord. They then go release an unconscious but very much alive Snake-Eyes. After reviving him, Snake-Eyes hands Scarlett a data disk. She runs for a radio to contact Hawk and Dataframe about the disk. It seems Duke slipped to Snake-Eyes the disk as they were fighting. It is possible that Duke is pulling a double cross on Major Bludd.
After Dataframe analyzes the information he realizes that it is the secret to defeating the Cobra virus. So he turns the table on Pluto, and reverses the virus, hitting his computer with it as it is cleaned off of the Joe computer.
Scarlett, Snake-Eyes and Ripcord rush towards Major Bludd, Hawk then orders Duke to capture Major Bludd, which he tries to do but has to fight several Neo Vipers as well as Bludd. Bludd defeats Duke and then orders Pluto to detonate all of the different bombs that have been placed all over the world. But when he goes to do that Dataframe has blocked those codes from being sent out. Bludd furious turns to execute Duke, but Snake-Eyes uses a throwing star to knock the gun out of Bludd's hand. He is then captured by the Joe team.
Later at the White House, the President of the U.S. is screaming at Hawk for allowing the disaster at the Golden Gate Bridge to happen. Hawk defends the Joe team and Duke's actions of not preventing the destruction by saying that the Joes were able to discover the much bigger plan, which includes lots of more bombs in famous places, and literally save the world by leaving Duke there. The President isn't happy and vows to pull all U.S. support from G.I. Joe's international operation. Hawk is then dismissed.
