Darklon chases the G.I. Joe and Oktober Guard forces through the recently deforested rain forest, while Snake-Eyes infiltrates a Borovian Gulag.

Detailed summary

Wild Bill is scouting out Sierra Gordo in the Locust and contacts Hot Seat, telling him to get to the rendezvous point as soon as possible. Wild Bill then contacts Flint, telling him he's just air support and the extraction team will be coming in on the ground. The Locust then takes on the column of Razorbacks, holding them off for a while before being hit and crashing at the rendezvous point. Darklon tells his men to fire on an approaching train and Hot Shot launches the Raider from it on the move, getting Stretcher to jump aboard.

Darklon pulls back when invited to lead the attack and Hot Shot gets Wild Bill to take over the Raider's weapons. Flint tells Daina, Dragonsky, Roadblock and Misha to join them but Anibal leaves the Desert Fox, since the Tucaros have a score to settle over the destruction of the rainforest. He only requests a shaped charge. Lady Jaye tries to dissuade him but he says it's not about winning, just what they have to do.

In Borovia, the White Clown is celebrating the fall of the communist government and the fact they can finally free Magda from the gulag. Orlovsky, however, is concerned about the difference in Snake-Eyes and how ruthless he has become. A group of partisans block them, saying the security police have holed up in the gulag, threatening to kill the prisoners if anyone approaches. The White Clown is confident Snake-Eyes can get through, despite Orlovsky telling him this isn't what Magda would have wanted.

The Joes in Sierra Gordo continue to fight a running battle to the border. One of the Razorbacks is forced to halt and instantly attacked by the Tucaros, although it would take a shaped charge to get in...

In New York, Hawk fills Scarlett in on Snake-Eyes and the situation in Borovia. General Crowther arrives and explains he sent Snake-Eyes because he was being blackmailed by Storm Shadow, who he assures them is in hand. Storm Shadow and Stalker are placed in a cell by government agents. Storm Shadow says he'll get them out but Stalker retorts that he's done enough: Turning Snake-Eyes into a ninja killing machine and sending him into a hostile country to rescue George Strawhacker to take his mind off Scarlett being in a coma, only for it to turn out the government doesn't want Strawhacker back and Scarlett isn't in a coma.

The Joes travel through a ravine but the Raider's main guns are out and a group of gun emplacements rise up to fire down on them. Although Hot Shot takes out one with their last missile, Darklon gives the order to fire, only for a Razorback under the control of the Tucaros to take out the last one. Darklon surrenders and Flint and Wild Bill muse they can use him as leverage to get a new rainforest.

Snake-Eyes launches a one-man attack on the gulag, cutting down everyone he sees. The White Clown is delighted that the "butchers" are paying, leaving Orlovsky disgusted at his blood-lust. They see Metz's helicopter coming into land: The White Clown thinks he's on their side but Orlovsky doesn't trust him. On board the helicopter is Major Bludd, who has told Metz Snake-Eyes is a renegade and who is under orders from General Crowther to kill him.
