Cobra attempts to commandeer G.I. Joe's new laser weapon.

Detailed summary

Joseph Colton, Duke, and Stalker discuss the Rapid Pulse Electron Beam (RPEB), a powerful weapon capable of bouncing a beam off a satellite to strike any target within the hemisphere.

They discover that there might be unauthorized access to the control system through a telephone switching station in New Jersey. Unbeknownst to them, Cobra Commander has infiltrated the station and is well aware that his tampering has been detected.

Duke promptly reassigns the DEF team, redirecting them from their original mission to intercept Headman and his drug shipment. Instead, they are to provide assistance with the New Jersey situation.

Meanwhile, Cobra Commander compromises the public address system at the RPEB's storage facility, prompting Colton to order a shutdown of all systems. As Headman readies a substantial drug shipment to Broca Beach, Colton, Duke, Stalker, and Wild Bill head to the phone switching station to confront Cobra Commander.

The confrontation with Cobra Commander does not go as planned, as the villain manages to shoot down the Joes' Tomahawk and escape to New York City, where the RPEB is located.

The DEF arrives to help the remaining Joes assemble Battle Copters, which they then use to pursue Headman. Colton, Stalker, and Duke, in their Battle Copters, rush back to the RPEB's storage facility.

Unfortunately, they arrive too late. Cobra Commander has already seized control of the RPEB and uses it to obliterate Headman's ship. Donning civilian disguises, Cobra Commander and his crew slip past the Joes undetected.

Left puzzled by the turn of events, the Joes question why Cobra Commander would employ a powerful laser to eliminate a drug shipment. In response, Cobra Commander cryptically states that it's time to initiate some "real operations."
