As Cobra establishes itself in Benzheen, the Joes begin to move in.

Detailed summary

Cobra Commander arrives in Benzheen and takes control of the operation from Tomax and Xamot, confronting them about their mission's failures. However, the SAW viper arrives and points out that the Joes have been after Cobra Commander since he ordered the death of General Flagg, causing him to change his attitude and throw a party for the SAW viper instead.

Meanwhile, Lady Jaye, Flint, Armadillo, and Dusty ambush a Cobra border patrol while Hawk is in conference with the Emir, who seems more interested in preserving his art collection and refineries than in the mission objectives. Wild Bill, Lift Ticket, and Dog Fight provide air support for an attack on a Cobra outpost, with the Ninja team of Snake Eyes, Storm Shadow, Jinx, and Scarlett onboard. The team surveils the area and gathers intel while the Joe aircraft create a diversion to cover their insertion.

However, Storm Shadow lags behind and becomes a prisoner of Faoud, the leader of the local resistance. The Emir continues to stress his wishes to Hawk until Duke returns carrying seven bodies in the Mobile Battle Bunker. The ninja team completes their intel gathering on top of the Emir's palace, watching a party below where Cobra Commander has changed his attitude and is now hosting a party for the SAW viper.
