"G.I.Joe is the best of the best, so the ultimate strike force has to be the best of G.I.Joe. There is a reason why Duke, Snake-Eyes, Scarlett and either Roadblock or Heavy Duty are kept in most adaptations, and it's because they are a vital part of the team, and while Stalker isn't so in all incarnations, he at least is an important cornerstone in the ARAH version. As for how this strike force 'would 'work: Duke leads the strike force (Hawk could do it, but I see him more as the General who assigns their missions); Scarlett attacks on the front, firing and approaching the enemy at the same time; while Roadblock provides supporting fire; Stalker approaches the enemy with guerilla tactics; and Snake-Eyes is the trump card, silently moving from one side of the battlefield to the other, shooting and stabbing, destroying the enemies' secret weapon or giving Duke a space to reach the current plan's mastermind."
"Strike Force Team "Victory's Spear", call sign "Victor Sierra" is G.I. Joe's elite squad for hostage situations. Stalker is a capable leader, one of the most experienced in G.I. Joe. His Ranger training is perfect for securing airport/airstrips for any airline hostage situations and disabling air flight as a means of escape for terrorists. Snake-Eyes and Beach Head's highly specialized Commando training include tactics specifically for these types of situations. Low-Light is probably the world's top sharp-shooter -- the perfect man to take down enemies using hostages as shields. Shock-Wave's SWAT training makes him the perfect door-buster. These are all highly disciplined men with years of proven track-records for fighting terrorists. In and out, lightning fast, with no mistakes. "Victory's Spear" IS the elite team within the elite team of G.I. Joe."
"Duke provides expert and motivational leadership; Snake-Eyes is a combat expert and master of covert operations; Lady Jay can fight, think, and can handle espionage needs (she and Snake-Eyes are like two sides to the same coin, as one would be climbing up the building side while the other bluffs her way through the front door); Flash is a technical genius and would provide any backup needed in the area of equipment or technology; and finally, Roadblock would provide the clear muscle of the team. I see these five as each being unique enough to add something unique to the team, while also overlapping with each other in a manner that all roles needed are covered."
"This particular group is what I believe to be the Ultimate G.I. Joe Strike Force. Whilst most JOES are front line soldiers, these guys get it done in the shadows. They get in, get the job done and get out all undetected. Under Stalker's leadership this unit would take out most JOES without them even knowing. Snake Eyes and Ambush would infiltrate and take out any enemy. Low Light can provide overwatch and take out from a distance with his sniper rifle. Tunnel Rat can run point and penetrate most fortifications defenses and enter underground. This guerrilla unit would be and should be the point of G.I. JOE's sword. Their insignia would be a pair of feline eyes that stand out surrounded in a bush or brush of some sort."
